COMPANY OVERVIEW

 

Our Team

Cascade Surveying & Engineering, Inc. is a full service surveying and civil engineering company employing licensed land surveyors, licensed civil engineers, survey field crews, engineering technicians, drafters and clerical staff.  Founded in 1970 by Fred F. Poyner, P.E., P.L.S., and Riley J. Sipe, P.L.S., teamwork is key in all departments as we work together to deliver the highest quality, most cost effective and timely projects for our clients.  We maintain a high level of technical expertise balanced by a strict attention to detail and an eye on the bottom line.  A Washington State Certificated Engineering Corporation since 1972, license #C216, we are also fully insured and bonded.

We apply the same high level of professionalism to every project we do.  Each project, whether large or small, gets the same thorough planning, careful management and scrupulous attention to detail.  In our over 40 years of business, Cascade Surveying & Engineering has completed thousands of projects throughout WashingtonState.  Some of our larger projects have included high and low density housing, commercial businesses and industrial park developments; planning for roads, grading, utilities, water systems and storm drainage.  Our smaller projects, many for individuals or small families, include septic system drainfield designs, house lot surveys and boundary line adjustments.

 

Additionally, Cascade Surveying & Engineering has acted as lead manager for U.A.B. projects, H.U.D. projects, L.I.D. municipal projects, mobile home parks, residential developments, U.S.F.S. road design projects, water systems, sewer systems, and regional stormwater systems.  We can also provide hydraulic analysis, subdivision layouts, construction cost estimates, volume calculations, exhibits for use at public hearings and other meetings, and help you obtain H.P.A. and N.P.D.E.S. permits.

 

Our Partners

Our clients are also our project partners.  On their behalf we coordinate closely with other specialists including architects, archeologists, biologists, foresters, geotechnical engineers, structural engineers, land use attorneys, real estate professionals and title companies, as well as federal, state and local government agencies to arrive at the optimum design solution.  Local electric utility companies, cable TV companies, telephone companies, natural gas suppliers, construction contractors, well drillers and septic system installers are also key partners in ensuring the completion of a project.

 

Our Technology

From our cutting edge, precision surveying instruments, to our computer aided design and drafting (CADD) software, we leverage state-of-the-art technologies in every department.  We look for value and usability over technology.  Equipment is purchased only after an extensive review, consisting of a technical analysis, a cost-benefit analysis and a life-cycle cost analysis, is performed.

 

 

 

Our Office Space

Over 10,000 square feet of total office space, divided between the Surveying Department, Engineering Department, Planning Department, Soils Department, Accounting/Reception, and our records room.

 

The records room has over 40-years of survey and engineering records on file, representing over 19,000 job files.  This is in addition to the records and research material from several retired surveyors.

Our office is located at

, open to the public at 7:00 a.m. to 4:30 p.m., Monday through Friday.  To meet project deadlines, our staff is flexible with long hours and weekends to get the job done.

 

Final Product

The output of our work typically consists of paper documents destined for our clients and various government agencies.  These documents are often the physical representation of multiple computer files in AutoCAD DWG format, Adobe PDF, Microsoft Word and Excel formats as well as several graphics file formats.  For our clients, our in-house print and copy center can create paper printouts in color up to 36 by 48 inches, color copies up to 11 by 17 inches and black and white copies up to 36 by 48 inches.  If necessary, electronic documents may be transmitted via e-mail or placed on CD-ROM and delivered to the client.  Also, they may be digitally signed for both authentication and security.

 

Billing Approach

Cascade Surveying and Engineering uses Peachtree software to track every employees time invested into a project.  This allows our project managers to closely monitor the time billed towards a project and see how it relates the to project budget.  Cascade Surveying and Engineering typically bills their clients on a monthly or bi-monthly basis, depending on the scope of the project and the clientele’s request.

Fred F. Poyner, P.E., P.L.S.

Chief Executive Officer

 

Fred Poyner co-founded Cascade Surveying & Engineering, Inc. in 1970.  He has been licensed in the State of Washington as a professional land surveyor since 1971, and a professional civil engineer since 1976.  He started accumulating his land surveying and civil engineering experience in 1962.  Mr. Poyner’s experience includes all aspects of land surveying, the design and construction management of hundreds of civil engineering projects.  His responsibilities include personnel management, public relations, and general supervision of all departments and projects within the company.

 

Randall L. Devoir

Operations Manager – Project Manager

 

Randall Devoir, has vast experience in land surveying and civil design dating back to 1971.  He has been with Cascade Surveying & Engineering, Inc. since 1973 and is responsible for the coordination and process approval of all phases of our civil engineering projects.

 

William J. Lloyd, P.L.S., CFedS

Surveying Department Manager

 

William Lloyd is the head of our Surveying Department.  He directs all surveying projects, supervises the survey crews, and oversees liaison with other departments.  Bill began his surveying career with Cascade Surveying and Engineering in 1973.  In 1981 he became a licensed Professional Land Surveyor.  He also holds an A.A.S. in Forestry.  Bill is one of only a hand full of licensed CFedS surveyors (Certified Federal Surveyors) in the North Puget Sound area.  The Bureau of Indian Affairs prefers that all surveying on tribal lands be prepared by a CFedS surveyor. 

 

Jim Sutton

Soils Administrator

 

Jim Sutton is the head of our soils department. He has in depth experience with septic system design, soils analysis, and feasibility studies among many other things. He has been with Cascade Surveying & Engineering, Inc. since 1976.

 

Daniel D. Howe E.I.T.

Engineering Technician

 

Daniel Howe has a B.S. in Civil Engineering from GonzagaUniversity, and is a licensed Engineer in Training (E.I.T.). He has been with Cascade Surveying & Engineering Inc. since 2011. He brings strength and talent with experience in computer aided drafting, storm drainage design, and open channel hydraulics modeling.

Hermosa Point/Walter Moses Jr. Drive
Road Projects – Tulalip, WA

& Details

                                    Provided engineering and surveying services related to the reconstruction of five residential roadways in the neighborhood of Hermosa Point and the Walter Moses Jr. Plat on the Tulalip Indian Reservation.  Approximately 4,000-lf of roadway was demolished and rebuilt with new asphalt, curb and gutter, sidewalk, and a new storm system.  In addition, the existing water main servicing these areas was abandoned and replaced with a new water main, hydrants and water services.  Services included topographic survey of the road right of ways, engineering design of the roadway, storm system and water system, preparation of all construction plans, including a Stormwater Pollution Prevention Plan (SWPPP).  Cascade Surveying and Engineering also attended pre-bid, pre-construction meetings, provided construction staking, and professional engineering consultation/inspection during construction.
